Arvind Varma was educated (1949 to 1957) at the Modern School, Barakhamba Road, New Delhi and did his
graduation and post-graduation from St. Stephen's College, Delhi University. Both in school and College, he
had a fairly full and diverse extra curricular portfolio, including as Editor of the students' periodicals of the two
He appeared for and joined the Indian Administrative Service in 1963. Allotted to the Uttar Pradesh Cadre, he
did various field and HQ assignments under the Government of that State – as Collector of Etawah and Agra, as
Divisional Commissioner of Jhansi, Moradabad, Faizabad and Lucknow Divisions. As Commissioner,
Faizabad Division from December 7, 1992, he dealt successfully with the volatile and highly sensitive situation
following the demolition of the Babri Masjid at Ayodhya the previous day.
His stints with the Central Government included assignments as Secretary, Government of India in the
Ministries of Coal, Personnel, Mines and Chemicals & Petrochemicals. Ticklish matters like processing and
decisions in respect of the report of the Fifth Central Pay Commission and the conversion of the Central
Vigilance Commission into a statutory body were dealt with by him as Secretary, Ministry of Personnel.
Has been involved, post-retirement in 2000, as Chairman/Member of various committees set up from time to
time by different Ministries and by the Planning Commission. (Functioned as a member of the Planning
Commission Committee on review of the National Mineral Policy and as chairman of a Planning Commission
Expert Group to suggest streamlining of Centrally Sponsored Schemes.) Was also associated with an
educational institution of the University of Delhi as Chairman of the Governing Body. Continues as Adviser,
Indian Wind Energy Association. ONGC, in association with Transparency International and in consultation
with the Central Vigilance Commissioner, put in place in April, 2006 a system (unique in India then and slowly
expanding to other Central PSUs) of Independent External Monitors in respect of its tenders so as to ensure
transparency and provide a forum (comprising persons of impeccable integrity) for any aggrieved parties to
seek redress. Arvind Varma, along with two other retired government servants, was one of the three
Independent External Monitors till May, 2011. Is also Member of an Ad-hoc Task Force to finalise an annual
performance-based Results Framework Document between the Secretary and Minister of several
Ministries/Departments of the Government of India.
Was Secretary General, ISDMA for over two years before being appointed as Secretary General of the Indian
Beverage Association in 2010.
