Shri Rakesh Kacker did his BA in Economics from Hindu College, Delhi and his Masters in Economics from Delhi School of Economics in 1974. Thereafter he taught at the under-graduate level in Delhi University for three years before joining the Indian Administrative Service in 1977. Shri Kacker has held senior positions in the industry, finance and planning departments in the State Government of Tamil Nadu. He has worked in Government of India in the Ministries of Petroleum and Natural Gas, Finance, Power, in the Prime Minister’s Office, the Telecommunications Authority of India, and the Department of Consumer Affairs.

He has also worked in The Energy Research Institute (TERI) and in the Wind Energy Association of India (INWEA).

Since July 01, 2011 he has been working as Secretary in the Ministry of Food Processing Industries.
